LEAD REGISTRANT: MANAGING REQUESTS FOR LETTERS OF ACCESS (LOA)
When you are Lead Registrant for several substances and a new Member Registrant arrives for one or more of your substances, you must provide the new arrival with the Letter of Access (LoA), and communicate its content, its costs, etc. This implies being able to go back to dossiers submitted perhaps many years earlier.
EcoMundo’s turnkey service, EcoLoA, is there to manage Letter of Access requests with a very precise methodology:

- managing the signatures for the SIEF agreement
- issuing the (identifying) token to Member Registrants

There is no charge for this management service! Once the LoA transaction is completed, EcoMundo is remunerated by a percentage of the co-registrant’s LoA payment.
EcoLoA is the simplest, most economical and optimised method for managing your LoA obligations. In compliance with regulation 09/2016, EcoMundo ensures, on behalf of the Lead Registrant, that the necessary information-sharing conditions are correctly in place for all Members. For example, the Lead Registrant must ensure that new Members share only information concerning their tonnage levels. When the SIEF agreement is signed and the LoA paid for, the Lead Registrant distributes the identification numbers to the Members who have requested a joint submission.
KEEPING YOUR REGISTRATION DOSSIER UP TO DATE
When changing the tonnage band for a substance manufactured in, or imported into, a European country, or adding a new use, your Registration dossier must be updated to reflect the change.
The REACH Regulation operates with four tonnage bands:
- 1-10 T/year
- 10-100 T/year
- 100-1,000 T/year
- More than 1,000 T/year
EcoMundo’s experts continually monitor the tonnage bands for your portfolio of substances (see the paragraph below) and, when necessary, update the Registration dossier affected.
MONITORING YOUR TONNAGE BANDS AND ISSUING ALERTS
REACH Registration has a life beyond May 2018! Specifically, when the quantity of one of your substances manufactured in, or imported into, a European country exceeds the 1 tonne/year threshold, you need to register the substance with REACH.
Similarly, when a substance exceeds any of the 10, 100 or 1,000 tonnes/year thresholds, your Registration dossier must be updated to reflect the change in tonnage band.
EcoMundo monitors the tonnage of the full portfolio of your substances and warns you when a threshold is about to be exceeded so that the necessary resulting administrative tasks concerning REACH Registration can be handled in time (creation or update of the appropriate dossier).
CHECKING THE COMPLIANCE OF YOUR SUBSTANCE PURCHASES
Since June 2018, all substances used or marketed in European countries must be registered. You need to be sure that your suppliers have complied with this requirement for the substances they supply for your particular usage, and that the tonnages indicated correspond with those declared to the ECHA.
For this, your suppliers need to provide you with a valid registration number. In the absence of such reliable information, you are not compliant with the REACH regulations.
